Я столкнулся с одной и той же проблемой.
После некоторого исследования и получения нигде я попытался проигнорировать тот факт, что процесс отмечен как диспетчер пакетов, и установка продолжалась как обычно .
Я действительно не уверен, что этот процесс делает, но он не прекратил запускать apt-get install, выполняемый скриптом для зависимостей ... (или любой другой экземпляр apt-get, запущенный сам).
