Хорошо, это исправлено. Я счастлив, что проблема решена, но она решена таинственным образом.
Попытка попробовать ответ @Doug Smythie и повторное включение регулятора intel-pstate и перезагрузка, мои процессоры теперь работают оптимально с почти полной вычислительной мощностью.
