По какой-то причине http://old-releases.ubuntu.com/ubuntu/dists/ не содержит groovy (20.10 ), а на самом деле это EOL с 22 июля 2021 года .
Таким образом, вы должны заменить старые выпуски обратно на архив в sources.list :
sudo sed -i "s/old-releases/archive/g" /etc/apt/sources.list /etc/apt/sources.list.d/*.list
sudo apt-get update
sudo apt-get dist-upgrade
Запуск версии EOL опасен и непродуктивен , поэтому рекомендуется обновить 20.10 (EOL) до 21.04 (актуально, hirsute ), перезагрузив компьютер и выполнив стандартную процедуру, например
sudo do-release-upgrade
или
update-manager -c
