Я получаю это сообщение об ошибке ... и возникает каждый раз, когда я пытаюсь обновить свою систему .. Я на 16.04 :( пожалуйста, я noob ...

Попробуйте переустановить соответствующие пакеты с помощью
sudo apt-get install -f
sudo dpkg --configure -a
sudo apt-get install debconf python3-debian python3-apt update-manager-core update-notifier-common --reinstall
