В руководстве к материнской плате стр. 77 вам необходимо включить включение питания устройств PCIE / PCI
Также в том же руководстве на странице 88 остается, что это загрузка PXE.
Итак, вам нужно изменить настройки в BIOS / UEFI, и все должно работать.
Если нет, прочитайте еще раз это руководство по ubuntu и убедитесь, что systemd
не отключает биты WOL.
