Я нашел этот ответ, но мои источники Файл .list даже не содержит строки, которую нужно было удалить, так что это не помогло. Я также посмотрел здесь , но это не решило мою проблему. Ну, с помощью коллеги я получил его работа. Было два главного, которое мы сделали:
(1) Мы устанавливаем настройки прокси в файле среды, а не apt.conf (таким образом, настройки прокси были бы установлены для каждого приложения). Кроме того, мы действительно находили, что мои настройки прокси были установлены неправильно (благодарен за то, что steeldriver просит, чтобы я проверил это дважды).

no_proxy=<internal work website url>
установка no_proxy для собственного внутреннего веб-сайта моей работы, так как мы не используем прокси для доступа к нему, таким образом, без no_proxy переменной среды, я не был бы в состоянии получить доступ к тому веб-сайту.
(2) я вошел в/etc/sudoers файл и добавил Значения по умолчанию для каждой переменной среды после Значений по умолчанию env_reset (таким образом, было 3 строки, которые я добавил). Оказывается, что это было повреждено; вместо этого, мы просто добавили эти 3 переменные среды на той же строке как Значения по умолчанию env_reset с env_keep, как так:
Defaults env_reset, env_keep+=no_proxy, env_keep+=http_proxy, env_keep+=https_proxy
С этим, эти переменные среды не исчезают каждый раз, когда я использовал бы sudo. Теперь я в порядке очень хорошо.
