Как сообщение об ошибке говорит, "(99)Cannot assign requested address: AH00072: make_sock: could not bind to address 10.0.1.43:8069
no listening sockets available, shutting down". Некоторый другой процесс выделил сокет, Вы пытаетесь сделать использование Apache (вероятно, более ранняя попытка запустить Apache).
Узнают, с которым процесс имеет порт TCP 8 069 открытых:
sudo lsof -i :8069
