Я могу подтвердить, что Ваши результаты с Поспешной версией Ubuntu делают, поэтому давайте удалим ее
sudo snap remove ubuntu-make
И затем версия установки из репозитория
sudo apt-get install ubuntu-make
Затем установите NetBeans IDE с umake команда:
umake ide netbeans
Затем выход из системы или перезагрузка.
Можно найти NetBeans в Приложениях-> Программирующий-> Netbeans IDE или выполнять его с netbeans команда.
