в /usr/include/linux/
обеспечивается linux-libc-dev
пакет. Таким образом, чтобы иметь заголовочные файлы в этом месте просто необходимо установить его:
sudo apt install linux-libc-dev
обеспечить заголовочные файлы в /usr/include/
которые иногда используются также, Вам нужно libc6-dev
пакет, который обеспечивает их. Установите его:
sudo apt install libc6-dev
Кроме того, это - плохая практика для использования pip3
с sudo
поскольку это имеет тенденцию создавать корневые папки в Вашем корневом каталоге. Для фиксации этого я предполагаю, что Вы уже сделали несколько установок, из которых тот путь просто забирает владение /home/$USER/.cache/pip
