reprepro, не получая пакет на обновлении

mirror.packages имеет эту строку:

libc6-dev:armhf                 install

команда:

reprepro --keepunreferencedfiles --noskipold -b "$localrepo" update xenial

Но libc6-dev не загружается. Что я пропускаю?
