Не удается запустить root ssh без пароля

У меня есть ведущие и ведомые машины и вы хотите иметь возможность без пароля ssh между корневыми учетными записями.

На ведомом я сделал sudo su - root и passwd, чтобы установить пароль root.

В подчиненном я редактировал /etc/ssh/sshd_config и добавил PermitRootLogin yes

. Это позволило мне сделать следующее на главном:

ssh-keygen -t rsa -P '' -f ~/.ssh/id_rsa_root
cat ~/.ssh/id_rsa_root.pub >> ~/.ssh/authorized_keys
sudo chmod 600 ~/.ssh/id_rsa_root
sudo chmod 600 ~/.ssh/id_rsa_root.pub
ssh-copy-id -i $HOME/.ssh/id_rsa_root.pub  root@slave

Но когда я сейчас попробую ssh root@slave он всегда запрашивает пароль, а затем разрешает вход в систему.

Я попытался выполнить редактирование ведомого /etc/ssh/sshd_config и сменил PermitRootLogin yes на PermitRootLogin without-password, но затем ssh root@slave дает Permission denied. [!d5 ]

Разрывая мои волосы, всякая помощь очень ценится!

PS: Я запускаю ubuntu 16.04, и я вхожу в root для мастера, чтобы подключиться к ведомому с помощью sudo su - root, но я сделал

EDIT: Я добавил, что вывод ssh -v root@slave2 может помочь?
