Похоже, вы установили прокси-сервер «127.0.0.1:9050»; может быть, какие-нибудь антифильтрационные программы или что-то в этом роде. поэтому, если вы не настаиваете на использовании этого прокси-сервера, откройте network и установите для прокси-сервера none (или любые другие прокси, которые вам нужны) и нажмите на set system wide. тогда у вас должна быть возможность использовать sudo apt-get update для обновления списка пакетов, а затем установить их через sudo apt-get install или с помощью synaptic или software-center.
Если вы продолжаете использовать прокси-сервер, сначала проверьте, можете ли вы получить доступ к Интернету через этот прокси (используя firefox или любой другой браузер с этим прокси и открыв веб-сайт). затем установите прокси в сети и настройте всю систему. помните, что если вашему прокси-серверу требуется аутентификация, вы должны вручную отредактировать файл /etc/apt/apt.conf , чтобы он был похож на
