В Ubuntu 12.04 следующие пакеты загружаются каждый раз, когда я запускаю sudo apt-get update .

Не думаю, что вы понимаете, что такое главное и вселенная. Это не пакеты, а списки доступных пакетов.
Запуск sudo apt-get update загружает эти списки пакетов, но вы должны запустить sudo apt-get upgrade, чтобы фактически установить доступные обновления.
Поэтому крайне важно всегда обновлять списки основного и универсального пакетов. Тем не менее, загрузка не должна быть 13 МБ - ваш вопрос фактически дублирует этот: размер списков обновлений apt-get слишком велик .

edit: вопрос отредактирован, поэтому отвечаю на этот вопрос
создайте скрипт оболочки, как,
gksudo gedit /usr/bin/update-apt
вставьте скрипт ниже в gedit, получите имя файла XXXX и XXX из /var/lib/apt/lists/, как прокомментировано в сценарии (в моем случае эти файлы будут иметь больший размер для natty 9 и 28 МБ).
#!/bin/bash
sudo touch /var/lib/apt/lists/XXXX # XXXX means full name of file ending with '_main_binary-i386_Packages'
sudo touch /var/lib/apt/lists/XXX # XXX means full name of file ending with '_universe_binary-i386_Packages'
sudo apt-get update
дайте разрешение на выполнение
sudo chmod +x /usr/bin/update-apt
сейчас, когда вы хотите sudo apt-get update попробовать update-apt.

Просто снимите флажок
Canonical-supported Open Source software (main)
Community-maintained open Source software (universe)
