Вы можете попробовать другое зеркало, например http://archive.ubuntu.com/. Выполните следующую команду, чтобы заменить все вхождения http://in.archive.ubuntu.com/ на http://archive.ubuntu.com/:
sudo sed 's@http://in\.archive\.ubuntu\.com/@http://archive.ubuntu.com/@' -i /etc/apt/sources.list

У меня тоже была проблема, я из Индии. Поэтому по умолчанию серверы Индии выбраны. Я изменил его, просто перейдя в меню «Система» и в подменю «Администрирование» выбрав «Источники программного обеспечения». Их смена сервера в Индии на "основной" сервер мне не помогла.
Поэтому щелкнули по «другому» в «Загрузить с», а затем по кнопке «Выбрать лучший сервер», в результате которого Интурн проверил 350 серверов и выбрал лучшие достижимые серверы. После этого никаких ошибок, все мое обновление прошло так же хорошо и быстро.
попробуйте то же самое.
