Откройте свой терминал и введите
sudo apt-get install --reinstall apt-utils

Вероятно, это связано с тем, что при загрузке вашего пакета произошла ошибка. Вы должны очистить кеш и повторить попытку:
sudo apt-get clean
sudo apt-get update
sudo apt-get upgrade
Если ошибка не исчезнет, вы можете переключить репозитории.
