Это походит на проблему DNS. Для фиксации его необходимо гарантировать это
/etc/resolv.conf имеет хорошие записи для серверов DNS.
Google имеет общедоступные серверы DNS, которые можно использовать.
Так, например, Вы могли добавить следующие 2 строки к вершине Вашего/etc/resolv.conf файла (они указывают на серверы Google DNS), как детализировано выше:
сервер имен 8.8.4.4 сервера имен 8.8.8.8
Кроме того, если Вы используете прокси, быть уверенными, что Вы создали/изменили файл/etc/apt/apt.conf для определения прокси как указано ниже:
