Я должен был удалить вселенную один, так как она вызвала приоритет (500 по сравнению с 1 000) проблема с python-catkin-pkg. Кроме этого всего другие проверяются на Центре программного обеспечения Ubuntu.
Что касается кошки/etc/apt/preferences.d, у меня есть только один файл, названный позволять-снижением со следующим содержанием:

Pin: release o=Ubuntu
Pin-Priority: 1001
