Как решить 'сохраненный поврежденными пакетами' (Python)?

Не удалось установить pip , получение ошибки

which pip , doesn't output anything.

Как я решаю этот вопрос E: Unable to correct problems, you have held broken packages.? Это зависит от dpkg ? Я не уверен если /usr/***/dpkg файл был удален? Испытанная переустановка dpkg, но никакой успех. Я не возражаю в повторении всех снова

Если это в зависимости от dpkg, как делают меня un-install и re-install от нового.
