rsyslog прекратил создавать изодромный с предварением файл после обновления от 18,04 до 20,04

Править /lib/systemd/system/rsyslog.service и удалите -iNONE опция от ExecStart строка. Затем выполненный systemctl daemon-reload и systemctl restart rsyslog и файл PID должен отступить.

человек rsyslogd (8) говорит:

-i pid file
              Specify an alternative pid file instead of the default one.
              This option must be used if multiple instances of rsyslogd
              should run on a single machine. To disable writing a pid file,
              use the reserved name "NONE" (all upper case!), so "-iNONE".
