переустановите grub в разделе ubuntu

У вас есть initctl? stop (и др.) являются только символическими ссылками на него.

Usage: initctl [OPTION]... COMMAND [OPTION]... [ARG]...

      --system                use D-Bus system bus to connect to init daemon
      --dest=NAME             destination well-known name on system bus

Я думаю, initctl проверяет, какая команда называет его.
