Сначала сервер продвигал IPv6 вместо IPv4, сохраняя % обновления в 0, я зафиксировал его:

If you want to make the setting persistent just create /etc/apt/apt.conf.d/99force-ipv4 and put Acquire::ForceIPv4 "true"; in it.

Но теперь я достигаю 100% все же, это все еще перестало работать.
